Paul Dickerson of Haynes and Boone’s Clean Tech Practice Appointed to State Advisory Panel on Bioenergy

Texas Gov. Rick Perry has appointed Paul Dickerson, leader of the Haynes and Boone, LLP Clean Tech Practice, to the new Texas Bioenergy Policy Council charged with advising the state’s executive branch on development of the state’s bioenergy industry. Mr. Dickerson was appointed along with six other members to a term running through Sept. 1, 2011.

The policy council will provide guidance designed to unite segments of the state’s agricultural, energy and research sectors within the bioenergy industry to create next-generation biofuels, energy research and economic development.

Technical support for that effort will come from a Bioenergy Research Council appointed by Dickerson’s policy group. The biodiesel industry was awarded its own seat on both councils to help ensure that the state’s biodiesel industry remains strong and develops enough supplies to continually fuel the industry.

Mr. Dickerson, a recognized leader on issues of clean tech and energy efficiency, launched Haynes and Boone's Clean Tech practice group in 2008. A partner who offices in the firm's Houston and D.C. offices, he returned to the firm to launch the group, a new firm concentration that builds on its broad experience in intellectual property, litigation, technology, financing and other legal issues faced by companies in the nascent industry.

Mr. Dickerson served as chief operating officer of the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) from 2006 until his return to Haynes and Boone. He oversaw the EERE's $1.8 billion budget and helped move alternative and renewable energy technologies from the "vision" stage to real-world development.
