Those are just some of the things that add up to a challenging operating environment for U.S. utilities and the attorneys who represent them. It also adds up to an uncertain future, attorneys say...

But the push to get more clean energy on the grid could clash with a utility's top priority: providing enough power to maintain grid reliability and keep the lights on. It's still unclear just how much baseload power renewable energy sources can provide compared with conventional sources.

"As renewables gain more penetration in markets, the question is: Are they going to be required to act more like conventional generation?" said Diana Liebmann, a Haynes and Boone LLP energy and power partner. "That's difficult for wind or solar because that's not how they're designed to operate.
