Jeff Civins in Law360: New EPA Air Chief Brings State Expertise at Crucial Time

Haynes and Boone, LLP Senior Counsel Jeff Civins was quoted in a Law360 article about Anne Idsal, the new head of the U.S. Environmental Protection Agency's air office who skyrocketed through the ranks of Texas governmental agencies and an EPA regional office.

Idsal assumed her role as acting assistant administrator of the EPA's Office of Air and Radiation last week. She'd been named [Bill] Wehrum's principal deputy in April, a move that brought her from Dallas — where she had served as EPA Region 6 administrator since December 2017 — to Washington, D.C.

In addition to building successful relationships with state and federal environmental regulators and industry members, Jeff Civins, senior counsel at Haynes and Boone, LLP, said Idsal is also known to be a listener.

"She's very willing to speak with folks and hear different perspectives," he said.

As head of the air office, Idsal will oversee the rollout of the Affordable Clean Energy rule, which replaces the repealed Obama-era Clean Power Plan that slashed greenhouse gas emissions from existing power plants.

She'll also manage a proposed rollback of Obama-era vehicle GHG and fuel economy standards, as well as a relaxation of methane emissions standards for oil and gas infrastructure and changes to the EPA's New Source Review program, whose permitting requirements kick in when a power plant or other facilities is rebuilt or modified.
