Nora Whitehead is an associate in the White Collar and Antitrust Practice Groups in the Washington, D.C. office of Haynes and Boone, LLP. She concentrates her practice on antitrust and competition issues and international trade matters.

Selected Client Representations

  • Counsel major telecommunications and Internet clients on antitrust and competition issues and coordinate their responses to Department of Justice Investigative Demands.
  • Monitor pre-merger integration planning activities of major telecommunications firm to ensure compliance with antitrust laws and regulations.
  • Assisted in representation of individual in petition for Department of Justice immunity in criminal antitrust investigation.
  • Represent U.S. manufacturers in connection with U.S. Department of Commerce antidumping and countervailing duty investigations and annual duty reviews.
  • Counseled Indian steel company regarding sample sales in the context of antidumping and countervailing duty reviews.
  • Defended former executive against stock option backdating claims by the Securities and Exchange Commission.
  • Advised government contractors regarding the use of appropriated funds to influence certain federal contracting and financial transactions and on corporate inversion issues under the 2009 Omnibus Appropriations Act.

Selected Pro Bono Involvement

  • Manage award-winning office pro bono program and partnerships with various local nonprofit organizations, including the D.C. Bar Advocacy & Justice Clinic.
  • Assisted drafting of appellate brief addressing key service of process, governmental immunity, and Indian tribal immunity issues as requested by the Tenth Circuit.
  • Served on the pro bono team that challenged a New York City executive order regarding the funding and structure of the city's indigent defense system.
  • Assisted drafting and preparation of petition for habeas corpus relief for Guantanamo Bay detainee.

Representation of global manufacturer of trigger sprayers accused of violating federal and state antitrust laws through alleged exclusive dealing contracts.
