Bureau of Safety and Environmental Enforcement's Regulation of Offshore Contractors and Service Companies - Houston

Haynes and Boone hosted a panel presentation and roundtable discussion of the multiple impacts that the Bureau of Safety and Environmental Enforcement's self-announced direct regulation of contractors has on service companies and equipment suppliers. Our speakers covered how this direct regulation creates a new world for industry players on every level of business, from customer contracts, to insurance coverage and indemnification?or lack thereof?to finance covenants and security filings.

Moderator
Chris Wolfe, Partner, Haynes and Boone, LLP. Chris currently leads the Oilfield Services practice group and has more than 28 years of experience in representing energy-related businesses. Other areas of experience are mergers and acquisitions, tax and business planning.

Speakers
Randall Luthi, President, National Ocean Industries Association (NOIA) Former Speaker of the Wyoming House of Representatives and former Director of the Minerals Management Service, Randall has led this important and unique industry group to unprecedented significance in representing the many interests of the offshore energy industry. Randall is a frequent public speaker and testified before the Senate Committee on Energy and Natural Resources in July of this year. Earlier in his career, Randall served as Deputy Director of the Fish and Wildlife Service, as an attorney at both the Department of the Interior and the National Oceanic and Atmospheric Administration, where he worked on natural resource damages following the Exxon Valdez accident, and as a legislative assistant in the U.S. Senate. Randall is an attorney and rancher from Freedom, Wyoming.

Robert P. Thibault, Of Counsel, Haynes and Boone LLP Bob has represented the full range of oil and gas clients for over 30 years both in-house with a multi-national integrated oil company and with national firms in all aspects of their operations and litigation, with an emphasis on federal offshore and onshore administrative regulation.  

G. Allen Brooks, Managing Director, PPHB LP-Energy Investment Banking Allen Brooks has been involved for over 40 years in the energy business as a Wall Street analyst, a consultant to the chairman of a leading international offshore service company, a member of executive team at Ensco International and a director of three public energy service companies. He is the author of Musings From the Oil Patch, a wide-ranging biweekly newsletter on energy topics. 

Eric Smith, Professor,Tulane University A.B. Freemand School of Business, and Associate Director of the Tulane University Energy Institute Professor Eric Smith began his career in the downstream segment before switching to the upstream service sector in 1984. His experience includes starting the U.S. domestic subsidiary for Saipem, SpA, a major deep water drilling and offshore construction company. Eric is an active associate director of the Tulane Energy Institute, a key New Orleans based educational effort as well as a source of economic research related to energy issues. He is an active speaker and frequently serves as an industry insider for news media, including NPR.
