Profile

Howard E. Levin focuses his practice on all aspects of patent litigation and arbitration, strategic patent portfolio management, patent acquisitions, inter partes review (IPR), pre-litigation analysis and counseling. He has represented foreign and domestic clients in patent matters before the International Trade Commission, the International Centre for Dispute Resolution, and federal district courts across the United States. He has first chair experience arbitrating patent license disputes and has argued at Markman, summary judgment, and discovery related hearings in federal court patent cases. He has experience with a wide range of technologies and products, including microprocessors and DSP chips, cell phones and base stations, digital communications protocols and standards, error control algorithms, MP3 and digital audio, semiconductor manufacturing technology, flash memory, and automotive user interface technology.

Howard is a named inventor on 13 U.S. Patents. He invented the “Levin-Campello” algorithm widely known as the optimal method for allocating data in multicarrier communications systems. During his career as a research and development engineer, he was a member of a corporate patent committee. Howard also served as the standards representative to the International Telecommunication Union and U.S. national standards bodies for a product development group of a Fortune 500 company.
