Andrew Thurmond is an associate in the Washington, D.C. office of Haynes and Boone. He is a member of the firm’s Finance, Project Finance and Development, Commodities, and Joint Ventures Practice Groups. Andrew’s industry focus includes energy, power, natural resources, and other infrastructure, and other commodities, financial, and corporate transactions.

Prior to joining the firm, Andrew was an associate at a New Jersey law firm, where he focused on the procurement and implementation of public infrastructure on an alternative project delivery basis in the water treatment, wastewater treatment, renewable energy, recycling, and solid waste sectors. His work included matters in California, Hawaii, New Jersey, and Washington.

Representative Experience

Project Financing for Solar PV Project

Assisted client in acquiring a 9.9-MW solar photo-voltaic (PV) power project from a developer, which had lost its source of funding. This project was located in northern New Jersey and had been constructed by one of the joint venture owners of our client. Our team assisted in obtaining New Jersey and FERC regulatory approvals required to transfer the project to our client and obtain authorization to sell the solar renewable energy credits (SRECs) it generated. We assisted in analyzing investment tax credit (ITC) eligibility and confirmed that the acquisition and financing documents would allow tax-equity investors to participate in the project...
