Mayor Brown Appoints Haynes and Boone, LLP Lawyer To Commissioner of the Police Officers' Civil Service Commission

HOUSTON – Mayor Lee Brown recently appointed Tom Hagemann, white collar criminal defense/business litigation/antitrust partner with the Houston office of Haynes and Boone, L.L.P., to Commissioner of the Police Officers’ Civil Service Commission.  As one of fifteen appointed Commissioners, Mr. Hagemann will conduct evidentiary hearings regarding appeals by Houston police officers for alleged violations of Departmental rules and regulations. 
 
This commission came into existence on January 1, 2002 as a part of plan to create a specific group to focus on midlevel violations instead of just the high level variety.  These types of violations used to be handled by a larger commission that oversaw all of Houston’s civil service groups, addressing violations in police, fire and other departments. The new commission will focus only on police issues of the midlevel size.
 
Before entering private practice, Mr. Hagemann was an assistant U.S. Attorney in Los Angeles, California.  He was nominated for the John Marshall Award for his work on United States v. Amers, et al., the largest police corruption case in the history of Los Angeles.  Mr. Hagemann is a member of the State Bar of Texas, the State Bar of California, Houston Bar Association and the American Bar Association.  He earned his bachelor’s degree from Rice University, where he graduated Magna Cum Laude and a law degree from Yale University.
