Haynes and Boone Adds Former Public Utility Commission of Texas Lawyers to Energy Practice

AUSTIN – Attorneys Patrick Sullivan and Sean Farrell have joined Haynes and Boone, LLP in the  Energy and Power Practice Group from the Public Utility Commission of Texas (PUCT), bringing valuable experience working with the PUCT and in the electric power markets generally.

Mr. Sullivan, who joined the firm as of counsel in its Austin office, brings more than twenty years legal experience related to public utility matters in Texas, including working for and representing clients before various Texas regulatory agencies dealing with electric, telecommunications, water and wastewater utility issues. He also assists clients in maintaining compliance with state and federal regulatory requirements. He was actively involved in the development of the regulatory changes that were necessary to implement competition in both the electric power and telecommunications markets in Texas. He has been certified in Administrative Law by the Texas Board of Legal Specialization since 1989.

Sean Farrell joined the firm as an associate in the San Antonio office.  In his practice, Mr. Farrell represents clients in electric regulatory matters before the PUCT, and in both transactional matters and litigation matters associated with electric and telecommunications transactions and markets.
