Diana Liebmann Named 2016 Women in Energy Honoree by Texas Lawyer

Haynes and Boone, LLP proudly congratulates Partner Diana Liebmann for being named a recipient of the 2016 Women in Energy award by Texas Lawyer.

The honorees are selected for their work and achievements in the area of energy law and will be recognized in the December issue of Texas Lawyer magazine.

At the firm, Liebmann leads the firm’s Power and Renewables Practice Group and is also a member of the Capital Markets and Securities Practice Group. Her broad transactional experience and in-depth focus on the details of wholesale and retail power regulation and market structure give her the ability to effectively guide clients with respect to power transactions, hedges, compliance, and in investments and deployment of capital in electricity markets.

Liebmann’s legal advocacy and regulatory experience have helped clients to restructure the electric power markets in Texas, and to create the rules for the current ERCOT market - the most vibrant and competitive market in the country. She understands the risks inherent in certain transactions under constantly changing market rules and dynamics. Liebmann has represented clients in developing the current postage stamp transmission pricing mechanism, the nodal congestion management system, in the proceedings that resulted in the creation of Competitive Renewable Energy Zones providing transmission access to markets for renewable generation in a $7 billion transmission build-out of the ERCOT market.

Liebmann is hailed as a leading energy lawyer by Chambers USA, and is described as a “utilities guru” with a “great understanding of the Public Utility Commission.” She has become a go-to lawyer for regulatory matters relating to the Public Utility Commission of Texas, the Electric Reliability Council of Texas, the Southwest Power Pool, the Federal Energy Regulatory Commission and in various other state commission, regional entity and North American Electric Reliability Corporation proceedings.
