In addition to developing Haynes and Boone LLP's electric power legal practice from scratch, Diana Liebmann has advocated successfully for public investment in wind energy on behalf of Horizon Wind Energy and helped the California State Assembly craft legislation to resolve the issues that led to the state's power crisis earlier this decade, making her one of Law360's 10 energy attorneys under 40 to watch.

Working out of the firm's San Antonio office, 38-year-old Liebmann has had her hands in Texas' electrical markets during a time when it has restructured its wholesale and retail power markets and has become a leader in investments for clean energy transmission infrastructure.

Following the passage of state Senate Bill 7 in 1999, which kicked off the restructuring and made the majority of Texas a competitive electricity market, Liebmann worked with the Texas Public Utilities Commission to unbundle utilities.

This unbundling has led to the benefits — notably increased wind generation — that have made the state a clean energy leader with aspirations of doubling its wind output in the next three to five years.
