While some foreign financing sources like the Export-Import Bank have made inroads in the country, it remains to be seen whether India will be able to make the type of changes that would encourage others to follow, attorneys say.

"The opportunities are huge," Arthur Cohen of Haynes and Boone LLP said. "The needs for power and infrastructure are great, but I do think it's a challenging environment."
