Laura Prather in San Antonio Express News: Legislature Praised by Open Records and Free Speech Advocates


A measure that would make private university police reports subject to open government laws was one of a number of transparency measures that were approved by the Legislature this session and sent to Gov. Greg Abbott.

Senate Bill 308, authored by Sen. John Whitmire, D-Houston, was filed in response to a student who was fatally shot by University of Incarnate Word police officers in San Antonio and another incident at Rice University...

Laura Prather, Freedom of Information Foundation of Texas’s First Amendment attorney, said the bill was critical to residents and journalists. It was assumed that private university police officers were subject to the same rules as public university officers until the private university officers faced scrutiny.

Prather said Whitmire and Rep. Garnet Coleman, D-Houston, filed the bill “to address what everyone thought was the law for a long time.”
