Capital Markets Practitioner Rafael Carmona Adds Capabilities to Haynes and Boone Mexico City Office

MEXICO CITYRafael Carmona, a lawyer with more than 12 years of experience counseling Mexican and foreign clients in the securities, banking and finance practice areas, has joined the growing Haynes and Boone, SC Mexico City office as of counsel.

The addition of Carmona is part of the firm’s aggressive pursuit of lateral hiring designed to take advantage of the investment opportunities coming into play with Mexico’s structural reforms, especially in the energy sector. Other recent arrivals at the 25-lawyer office include noted energy, projects and infrastructure Partner Ariel Ramos and Jorge Labastida, partner who focuses on structured finance.

“The arrival of Rafael is another signal that Haynes and Boone is becoming a top player in Mexico’s legal services marketplace,” said Luis Moreno, the Mexico City office administrative partner. “As one of the few Texas firms with a significant presence here, we are in a great position to assist in the wide range of cross-border transactions anticipated as liberalized policies are approved by the Mexico legislature. Rafael will be a key component of that effort.”

Carmona’s experience includes structuring, negotiating and executing a wide range of transactions in capital markets, as well as experience in credit transactions and debt restructuring, which allows him to offer practical and efficient solutions to meet client needs. He also has a broad background in domestic and international corporate transactions, mergers and acquisitions, real estate and antitrust law, and all areas of corporate law.

Chambers Latin America 2014 designated Carmona as an “up and coming” star in Mexican capital markets and noted that his clients regularly praise him for his dedication to “achieving the objectives of all parties involved.”

That same respected directory also singled out Haynes and Boone, LLP and its Mexican affiliate for leading work in five Latin America and Mexico business law categories. The firm has one of the largest Latin America/Caribbean practices in the country with more than 50 lawyers working in Dallas, Houston, Mexico City, New York and Washington, D.C. Haynes and Boone lawyers are native speakers or fluent in English, Spanish, Portuguese, and French and are comfortable working with civil law and international law concepts.

The fully-integrated Mexico City office was established in 1994 and employs the same technological resources as the U.S. firm offices. It is unique in having permanent senior Mexican lawyers based in its U.S. offices and conversely having an American expatriate working in its Mexico City office, thereby providing integrated working teams from both its U.S. and Mexican platforms.
