Dallas Mayor Mike Rawlings Selects Rafael Anchia as Chair of the Charter Review Commission


DALLAS – Mayor Mike Rawlings has appointed Haynes and Boone, LLP Partner Rafael Anchia to serve as chair of the 2014 Charter Review Commission.

“I am honored to serve in this important capacity on the commission,” Anchia said. “A full and thorough examination of the charter is an important step in keeping our municipal structure responsive to the needs of our citizens. Our task is challenging but, given the talent and background of the commission, I am sure we will succeed.”

Anchia currently serves as the Texas State Representative for District 103, which includes parts of Dallas, Irving, Carrollton and Farmers Branch, and is a member of the Democratic National Committee. He also chairs the International Trade and Intergovernmental Affairs Committee.

Commission members are tasked with reviewing the charter in detail and recommending changes. Recommended changes must be passed in a citywide referendum in November before they can be adopted.

Other members of the commission include Jan Hart Black, Liz Cedillo-Pereira, Robert Chereck, Levi Davis, Eva Elvove, Hon. Lois Finkelman, Mike Northrup, Tom Perkins,  Hon. Jeanne Phillips, Hon. Diane Ragsdale, Paul Rich, Hon. Bob Stimson, Mary Suhm, Hon. Alan Walne and Hon. Max Wells.

At Haynes and Boone, Anchia represents financial institutions and public and private funds in a variety of transactions involving, among other things, senior and subordinated debt and equity, domestic and international syndications and distressed debt acquisitions and sales. He also is a member of the firm’s Public Finance Practice Group, where he represents issuers and underwriters on tax-exempt bond transactions.
