Haynes and Boone Bolsters Moscow Capabilities with Addition of New Attorneys


MOSCOW – Haynes and Boone, LLP has added two new attorneys to its growing Russian practice.  Sergei Lomako and Bill Reichert both join the firm as partners in the Corporate/Securities Group in Moscow.

Mr. Lomako’s practice is concentrated on access of Western businesses to petroleum industries in the countries of the former Soviet Union. His expertise includes international petroleum transactions, foreign states’ public policies, government relations, international law of the sea, and international commercial dispute resolution. His representative experience includes matters involving participants based in more than twenty jurisdictions.

Mr. Lomako joins Haynes and Boone after more than a dozen years of work in the Houston and London offices of Mayer Brown LLP. He earned his LL.M. from the University of Houston Law Center, a graduate degree from the Academy of Foreign Trade at the Ministry of Foreign Economic Affairs of the U.S.S.R., a Ph.D. (C.Sc.) in International Law from the Institute of State and Law of the Academy of Sciences, and a B.S. from Novorossiysk Higher Marine and Engineering College. Mr. Lomako is fluent in Russian, Ukrainian and English.

Mr. Reichert has been practicing law throughout Europe since 1998.  He has extensive experience with a wide range of cross-border transactions and investment structures, including mergers and acquisitions and joint ventures, private equity, corporate finance, venture capital and other areas of corporate and commercial law.

Mr. Reichert comes to Haynes and Boone from the Moscow office of Akin GumpStrauss Hauer & Feld LLP.  He earned his J.D. from the University of Minnesota Law School, and his B.A from the Ohio State University.  He is fluent in French and Russian, and proficient in Spanish and Italian.
