February 15, 2005

SALT LAKE CITY -- Haynes and Boone, LLP attorney Larry B. Pascal, a partner and Chair of the Americas Practice Group, addressed the National Conference of Bar Presidents on Feb. 12 during the American Bar Association Mid-Year Conference.

Mr. Pascal addressed the audience of state bar presidents and officials and explained Texas’ efforts to adopt the ABA Model Rule for Foreign Legal Consultants, a campaign he has headed with the support of State Bar of Texas President Kelly Frels and incoming State Bar of Texas President Eduardo Rodriguez.  Other states are re-examining their foreign consultant rule in light of market liberalization efforts for legal services overseas by the United State Trade Representative (USTR).

Mr. Pascal is the past chair of the International Law Section, State Bar of Texas and an Adjunct Professor of Latin American law at SMU Dedman College of Law and at the University of Texas at Dallas MBA Program.
