NEW YORK -- Robert E. Langer, a veteran legal practitioner in Russia and the former Soviet Union, has joined Haynes and Boone, LLP as a partner in the firm’s New York office.  This strategic addition expands the firm’s capabilities, drawing on Mr. Langer’s strong experience with capital market transactions, mergers and acquisitions, hedge funds, private equity funds and real estate development. 

“Over the past two decades, Robert has advised foreign strategic and portfolio investors in Russia and the former Soviet Union, as well as Russian companies and entrepreneurs expanding in the region and worldwide,” said Ken Bezozo, managing partner of the firm’s New York office. “He is a true pioneer in this market, and we are very excited to have him join Haynes and Boone.”

Mr. Langer has advised on numerous transactions that have marked major milestones in the evolution of Russia’s financial markets, including: 

  • The first non-recourse loan in Russia by the European Bank for Reconstruction and Development (EBRD);

  • The first receipt of a full banking license in Russia by an American bank;

  • The first New York Stock Exchange (NYSE) listing of a Russian company since the Revolution;

  • The first sub-participated loan to an autonomous region in Russia by a foreign bank;

  • One of the first mergers of two Russian public companies under Russia’s joint stock company law; and

  • The drafting of some of the first brokerage and derivative agreements in Russia. 

Mr. Langer is a recognized expert in rendering legal opinions on Russian transactions.

He will help oversee Haynes and Boone’s Moscow office, which opened in April 2005.  He will also be involved in the firm’s international projects practice, which specializes in energy, telecommunications and other infrastructure industries.

A fluent Russian speaker, Mr. Langer received his B.A. with high honors in Russian and East European studies from the University of Michigan in 1982 and his J.D. magna cum laude in 1985 in Soviet and Comparative Law from Tulane Law School, where he was a member of the Order of the Coif.  He did his Master’s work in Russian language and literature at Norwich University Russian School.  In 1985-86, he was a visiting scholar of international law at the Institute of State and Law of the USSR Academy of Sciences under a joint grant from the Soviet Government and the U.S. Information Agency.
