Haynes and Boone, LLP presented the third event in our 2015 New York Seminar Series.
Mexico’s recent energy reforms are expected to create substantive opportunities for investors within the oil and gas and power sectors. However, along with these opportunities, there are transparency and accountability qualms, unproven competition regulations and environmental, social and security concerns. Additionally, there are concerns about how current oil prices will impact the overall implementation strategy. As the implementation of the reforms moves forward, how will these issues affect the terms of private contracts, Mexico’s competitiveness in the global market, and the oil-dependent coffers of the Mexican government?
In this seminar, we discussed the scope of the reforms, timeline and important over-arching issues associated with successful implementation. We also provided an update on recent implementations and market opportunities/risks, including:
- The feasibility of these specific reform efforts in light of geopolitical and oil and gas price volatility
- Issues related to the implementation legislation, bid process and production-sharing contract terms and conditions
- Changes to Round 1 and status
- Status of the Pemex restructuring, new procurement process and migration of contracts
- Practical issues pertaining to land, security, anticorruption, among others
