Guidelines for Industrial and Operative Safety and Environmental Protection for Exploration and Extraction of Hydrocarbons in Mexico

December 16, 2016

General administrative provisions on the guidelines for industrial and operative safety and environmental protection for seismic exploration and for exploration and production of hydrocarbons (“Guidelines”) were published in Mexico’s Official Federal Gazette on December 9, 2016.

These Guidelines establish obligations and requirements for those engaged in activities in the hydrocarbons sector in Mexico (“Regulated Parties”), as mentioned above, except for exploration and extraction of hydrocarbons in unconventional oil fields.

Information provided by the Regulated Parties to comply with these Guidelines will be deemed as public information, except confidential information and personal data in accordance with Mexican Law. The National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector (“ASEA”) is the agency responsible for enforcement of the Guidelines.

The Regulated Parties must apply best practices for reconnaissance and superficial exploration, exploration and extraction of hydrocarbons, and those Regulated Parties must abide by the standards included in Annex I of the Guidelines.
