Brad Foster in Financial Times: How Corporate America Learnt Not to Mess with Texas

Texas is attempting to shape corporate behavior through the size of its economy, according to the Financial Times. Haynes Boone Partner Brad Foster spoke with the publication on the upcoming Texas Stock Exchange that is set to open at the beginning of 2026 and recent changes to state law.

Hundreds of companies — many from California — have moved their headquarters to the state over the past decade, including Hewlett Packard Enterprise, Chevron, Charles Schwab and Tesla. Today Texas is home to almost as many Fortune 500 groups as California.

But not content with bricks-and-mortar relocations, the state wants to go further, seeking the prestige of hosting stock markets and corporate domiciles. “Texas is trying to create a full business ecosystem,” says Brad Foster, a corporate law partner at Haynes Boone in Dallas.
