
Michael Qian
Biography
Michael Qian is a partner in Haynes Boone’s Litigation, Appellate, and U.S. Supreme Court practices in the Dallas and Washington D.C. offices. His experience spans private practice, service as a senior federal government lawyer, and clerkships with two U.S. Supreme Court Justices and the then-Chief Judge of the D.C. Circuit.
Michael represents clients in high-stakes litigation, with a particular focus on appeals and complex legal issues. He has handled appeals and critical motions in a wide range of areas, from patents and securities to arbitration and class actions. He also has particular experience in issues of administrative law, constitutional law, jurisdiction and procedure, and statutory interpretation. He has represented clients before most federal courts of appeals, as well as appellate courts in California, Texas, and other states.
Michael has argued and won cases in the U.S. Courts of Appeals for the First, Ninth, Eleventh, and D.C. Circuits.
Before joining Haynes Boone, Michael served at the U.S. Department of Justice as Counselor to the Attorney General. In that role, he was involved in some of the most significant civil litigation facing the federal government — including challenges to agency actions and affirmative civil enforcement matters. He also counseled senior officials on a host of complex legal and policy issues. Michael additionally served as Senior Counsel to the Deputy Attorney General and, earlier in his career, as a Bristow Fellow in the Office of the Solicitor General.
Michael clerked for Justices Ketanji Brown Jackson and Ruth Bader Ginsburg of the U.S. Supreme Court and then-Chief Judge Merrick B. Garland of the U.S. Court of Appeals for the D.C. Circuit.
Michael graduated first in his class from Stanford Law School and earned an A.B. degree in Chemistry, summa cum laude, from Harvard. Before law school, he worked as a business strategy consultant at a major international firm.
