Regulators and experts anticipate that the granting of gasoline and diesel import permits that will allow service stations to purchase their fuels overseas without the intervention of Pemex will stimulate investment in the entire supply chain.
However, industry regulators and antitrust authorities must ensure a level playing field between new participants and the current groups of service-station operators in Mexico, warned Thomas E. Heather, Counsel of the law firm Haynes and Boone in Mexico City.
“We know that many service-station franchisees are protecting their business and have longstanding relationships with Pemex and the government, and with their negotiating power may try to block the entry of foreign participants,” said the specialist.
