Frank Ruttenberg will be presenting a paper on the increasing importance of Surface Use Agreements as a part of the University of Texas Law School CLE program on Water in Texas to be held on February 12, 2021. The paper will focus on resolving conflicts of use between the surface estate and the owner of subsurface resources and the accommodation doctrine, since the Coyote Ranch decision by the Texas Supreme Count.
