Jacob Bolinger
Biography
Jake Bolinger focuses his practice in the areas of construction law and government contracts, advising clients on contract drafting, negotiation, and administration, regulatory compliance, delay disputes, changes, Requests for Equitable Adjustment and changes, and related litigation. His work spans sizable and sophisticated military and civil infrastructure projects, and he brings experience representing contractors, designers, and owners—providing a full-spectrum perspective on risk allocation and dispute avoidance across all phases of project delivery.
Before entering private practice, Jake worked as a project management consultant supporting aerospace and defense contractors with project controls and Earned Value Management requirements, experience that enables him to identify potential execution challenges early and craft pragmatic solutions.
An active participant in the firm’s Nuclear Energy Practice Group, Jake received his certification for the International Nuclear Law Essentials program conducted by Organization for Economic Co-operation and Development’s Nuclear Energy Agency in the Spring of 2025.
Prior to joining Haynes Boone, he served as a judicial clerk for Judge Robert J. Humphreys on the Court of Appeals of Virginia.
