Biography

Paul Feinstein serves as partner in the Mergers and Acquisitions Practice Group at Haynes Boone's Washington, D.C. office. Paul’s practice focuses on antitrust matters relating to mergers and acquisitions, including strategic counseling and compliance, premerger filings under the Hart-Scott-Rodino (HSR) Act and guiding transactions through agency review and investigations. Known for a practical, detail-oriented approach, he works closely with deal teams and in-house counsel to manage antitrust risks while keeping transactions on track.

Prior to joining Haynes Boone, Paul was a partner in the antitrust group of an Am Law 100 firm ranked among the leading competition law practices in the U.S. by the Global Competition Review. In addition to his merger work, Paul regularly defended clients in complex antitrust investigations and litigations brought by the Department of Justice, Federal Trade Commission, state attorneys general and private plaintiffs.

Before embarking on his career as a lawyer, Paul was an elementary school teacher in New York City as a corps member of Teach for America.
