The Ministry of Energy (“SENER”) published the Second Call for Priority Applications for Generation Permits and Interconnection to the National Electric System (the “Second Call”) on May 11, 2026. The aim is to increase private investment in Mexico’s power sector. This follows the results of the first call for generation and interconnection projects in October 2025, from which 18 priority generation projects were awarded to be developed by private companies, which adds 3,320 MW of power generation and 1,488 MW of storage
The Second Call is addressed to: (i) individuals or companies interested in developing new power generation projects (with a capacity equal to or greater than 0.7 MW), that are aligned with SENER’s binding planning, and (ii) projects with a current generation permit application in process.
This call does not apply to: (i) distributed generation, (ii) self-consumption, (iii) cogeneration, (iv) projects under mixed development schemes, (v) those that do not require a generation permit and (vi) projects with a generation permit already granted.
The Second Call calendar includes the following important dates:
Those interested in participating in the Second Call must register and submit their interconnection study application through the Unique Filing System for Strategic Energy Projects (“VUPE”) starting May 13, 2026.
Generation projects must meet the following criteria:
- Contribute to the reliability, efficiency, and sustainability of the National Electric System
- Be renewable energy projects
- Include an Electricity Storage System, with a minimum capacity equivalent to 30 percent of the power plant and a duration of at least three hours
- Have a commercial operation start between 2027 and the first half of 2030
- Have documentary evidence of technical, social and environmental feasibility procedures
