A half-day Sept. 23 colloquium co-sponsored by Rice University’s Baker Institute Mexico Center and Haynes and Boone, LLP will explore the extraordinary business openings being produced by Mexico's energy reforms and feature important keynote remarks from Pedro Joaquín Coldwell, the country's secretary of energy.
Entitled "Mexico’s Energy Reform: Opportunities In All Directions," the discussions at Rice University's Doré Commons will focus on the many significant and new investment and joint venture projects being generated by the nation's sweeping and historic energy reform, which establishes a new legal framework for Mexico’s energy industry.
While Mexico's hydrocarbons have drawn most of the focus, the event mainly will center on the reforms' effects on the natural gas transportation and power sectors. It will also explore the possibilities for the upstream bid rounds, including the December deepwater bid round.
The Americas Colloquium panel discussions will be staged after Haynes and Boone Houston Partner George Y. González provides opening remarks and introduces Coldwell for his highly anticipated keynote address. Coldwell, who last year was named the world's top minister of energy by Petroleum Economist, is at the forefront of his nation's implementation of the reform legislation, which includes nine new laws as well as amendments to existing laws.
The first of three panels will be on the Mexico power market and moderated by Nicolás Borda, a partner in the Mexico City office of Haynes and Boone. Panelists include economics professor Juan Rosellón of the Centro de Investigación y Docencia Económicas, Haynes and Boone Mexico City Counsel Tom Heather and Vive Energía's chairman of the board, Jose Antonio Aguilar.
The second panel, entitled, "In the Pipeline: Mexico’s Natural Gas Sector" will be moderated by Haynes and Boone Partner Alberto de la Peña, who heads the firm's U.S.-Mexico cross-border practice out of the Dallas office. Panelists include Adrian Duhalt, nonresident scholar at the Baker Institute Mexico Center; Alvaro Efraín Téllez Rangel, founding partner of ENIX; and Haynes and Boone Mexico City Senior Counsel Hunt Buckley.
The day's final panel discussion on the bid rounds for upstream resources will feature moderator Francisco Monaldi, a fellow in Latin America Energy Policy at the Baker Institute; Pablo Medina, Latin America upstream research with Wood Mackenzie; Benigna Leiss, country manager for Chevron Energía de México; and Haynes and Boone Mexico City Partner Luis Moreno.
Closing remarks will be by Tony Payan, director of the Baker Institute Mexico Center.
